Artificial Intelligence Assistants Provide ‘Unreliable and Biased’ Voting Advice, Claims Netherlands Regulator

AI assistants have been shown to be “inaccurate and evidently prejudiced” when offering voting advice, the Dutch data protection authority (AP) has stated, issuing warnings about a possible risk to democracy just eight days before the country’s general election.

Testing Reveals Repeated Partiality in Chatbot Recommendations

The four chatbots evaluated by the authority “often end up with the same two parties”, irrespective of the voter’s inquiry or input, the watchdog explained in a report released ahead of the 29 October election.

In more than half of the cases, the chatbot suggested either the far-right Freedom party (PVV) of the politician Geert Wilders or the progressive GroenLinks-PvdA headed by the former European Commission vice-president Frans Timmermans.

Certain groups, such as the centre-right CDA, “are almost never mentioned”, even when the user’s input precisely aligns with the positions of these parties, the study indicated.

Authority Figure Cautions Against Relying on AI Assistants for Election Advice

The deputy head of the data protection agency, the official Monique Verdier, commented that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Voters were being pushed toward a party that did not necessarily align with their political views, she added.

“This immediately affects a cornerstone of democracy: the honesty of open and just votes,” Verdier stated. “We thus caution against employing AI assistants for election recommendations, as their operation is unclear and difficult to verify.”

Voting Background and Party Dynamics

Netherlands citizens vote on 29 October in an electoral contest that will be closely watched around Europe for the performance of the PVV.

The far-right party of Wilders is leading the polls but the lead over the GroenLinks-PvdA and CDA appears to be narrowing, with many voters yet to make up their minds.

All major parties have rejected a coalition with the Freedom party, implying the party that comes second is most likely to provide the next prime minister.

Inadvertent Prejudice Attributed to AI Operation

The authority stressed that the bots were not deliberately biased, and that their “identified shortcomings” are a result of the way AI chatbots operate.
